This law is strict: Angle of Incidence = Angle of Reflection.
Imagine bouncing a ball against a wall. If you throw it straight (0 degrees), it comes back straight. If you throw it at an angle, it bounces off at the exact same angle. Light behaves exactly the same way when hitting a mirror.
